Prior to the consideration of these items, all vehicles were inspected by Members where available.

 

Request A

 

Members considered a request to renew and extend a Hackney Carriage Vehicle Licence for a Skoda Octavia WG07 YBY, first registered on 3 August 2007 and would be 10 years and 4 months old if the application were granted.

 

The Licensing Officer advised that the vehicle had undertaken a taxi test and had passed with a couple of advisories and that she considered the vehicle to be in good condition on the outside, and very good condition on the inside. 

 

The applicant stated that the advisories had been rectified.

 

Resolved

 

That the Hackney Carriage Vehicle Licence extension be granted for a further 12 months subject to a 6 monthly vehicle inspection.

 

Request B

 

Members considered a request to renew and extend a Private Hire Vehicle Licence for a further 12 months for vehicle Ford Tourneo LV56 LWE which was first registered on 2 November 2006 and would be 2 days off 11 years old if granted.

 

The Licensing Officer advised that the previous licence expired on the 31 October and the vehicle had not been on the road since that time. She submitted that the vehicle was in good condition both inside and out.  All inspection comments raised by herself with the application had been made good.

 

Resolved

 

That the Private Hire Vehicle Licence be extended for a further 12 months subject to a 6 monthly vehicle inspection.

Application for a Specialist Vehicle Licence and Small Plate - Stretch Limousine W273 YTM pdf icon PDF 190 KB

Minutes:

Members considered an application to licence a stretch limousine which did not meet the vehicle requirements of the Hackney Carriage and Private Hire Policy with regards the vehicle’s age.  The vehicle would be over 5 years old at first registration as a Private Hire vehicle, having first been registered on 12 May 2000.

 

The Licensing Officer advised that the agenda report at page 12 incorrectly advised that the vehicle was over 10 years old.  This should have read 5 years old to reflect the policy requirement.

 

The applicant advised he intended for the vehicle to be used for private work including weddings and proms.  He did not feel the age was detrimental to the look of the vehicle, which he considered to be in good working condition, verified by passing the taxi test at Tor2 with no advisories.

 

The Council’s Hackney Carriage and private Hire Licensing Policy states that by their nature stretch limousines and specialist vehicles are unlikely to comply with the age criteria set out within this policy and as such the Regulatory & Appeals Committee can use its discretion to licence the vehicle if they are satisfied that the vehicle meets the strict vehicle testing standard.

 

One member of the public was present to make representations against the granting of the licence.  The interest party was himself a specialist vehicle operator and suggested that the age of the vehicle would be detrimental to its ongoing condition and therefore safety to the travelling public.

 

At this juncture, Members adjourned to consider their decision.

 

Upon reconvening, it was

 

Resolved

 

That the licence be granted for a period of 12 months subject to 4 monthly vehicle inspections.

Minutes:

Members considered a request to use a small licence for the aforementioned stretch limousine as it would be undertaking specialist work including proms and weddings.
