A382 Improvements Contribution pdf icon PDF 308 KB

Minutes:

The Portfolio Holder for Planning presented the report to approve Teignbridge’s Community Infrastructure Levy contribution towards phase one of the A382 improvements.

 

The Principal Delivery Officer advised that the scheme had been identified as a key Local Plan priority which would improve safety, sustainable travel and increase highway capacity. Devon County Council had secured £6.5 million through the Local Enterprise Partnership administered through the Growth Deal and the identification of local match funding was essential to securing this support. The Council would be using Community Infrastructure Levy (CIL) receipts to fund this project.  

 

The first phase of works between Forches Cross and Newton Abbot was due to commence during Autumn 2019 and would be delivered by Devon County Council. The commencement of this scheme would part of a wider programme of enhancements along the corridor between Drumbridges and Newton Abbot.

 

In response to Member’s questions, the Principal Delivery Officer clarified the position with regards to future CIL receipts, which were based on figures in the Local Plan allocation and the road would be the main artery to support the growth of Newton Abbot.

 

It was proposed by the Portfolio Holder for Climate Change Emergency & Housing, seconded by Councillor Peart and carried.

 

RESOLVED that:-

(1)          a contribution of up to £5.1 million towards phase 1 of the A382 improvements be approved.  This will be paid to Devon County Council by 2022/23 subject to:

 

a)    Sufficient funding being available within that timeframe; and

 

b)    Confirmation of the Local Enterprise Partnership Growth Deal contribution towards the scheme;

 

(2)          this funding commitment be reflected in future Teignbridge Capital Programmes; and

 

(3)          the Business Manager Strategic Place (in consultation with the Section 151 Officer and the Solicitor to the Council) be given delegated authority to complete an associated funding agreement with Devon County Council.

Minutes:

The Portfolio Holder for Planning presented the report to approve the deployment of £4.9 million of government grant funding to deliver key elements of the new link road at Dawlish’s North West Secmaton Lane Local Plan DA2 allocation.

 

The Principal Delivery Officer commented that the provision of the link road was a key priority for the delivery of the Local Plan DA2 allocation. Members were advised that the project cost estimates carried some risk although this had been diluted by a more detailed survey and modelling. Devon County Council would deliver the scheme and a project board would regularly manage the budget to ensure that the outturn costs did not excess the available funds.

 

In response to Members questions, the Principal Delivery Officer clarified that the Home England funding was from the Marginal Viability element of the Housing Infrastructure Fund, available to lower tier authorities only, for the provision of infrastructure which would then enable the attainment of policy objectives, including that of, affordable housing to be maximised.

 

The Local Ward Members welcomed this funding to support the development being brought forward in the DA2 area.

 

It was proposed by the Portfolio Holder for Planning, seconded by the Portfolio Holder for Communities and IT and carried.

 

RESOLVED that:-

 

(1)          the receipt and expenditure of £4.9 million of grant funding from Homes England, towards the development costs of Dawlish’s Local Plan DA2 allocation link road and associated bridge be approved; and

 

(2)          the Business Manager Strategic Place (in consultation with the Section 151 Officer and the Solicitor to the Council) be given delegated authority to complete:

(a)  the Homes England funding agreement; and

(b)  agreement(s) with Devon County Council and the site owners as necessary to secure the delivery of the project.

 

37.

Local Government (Access to Information) Act 1985 - Exclusion of Press and Public

RECOMMENDED that, under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of item 10 on the grounds that it involves the likely disclosure of exempt information as defined in the relevant paragraphs 3 and 5 of Part 1 of Schedule 12A of the Act.

 

Minutes:

The Deputy Leader proposed, seconded by the Leader that, because of the financial sensitivity and legal privilege issues concerning the Council and third parties and the public interest, the Council go into Part II session and exclude the press and public. This was carried.

 

RESOLVED that under Section 100 (A) (4) of the Local Government Act 1972 that press and public be excluded from the meeting of the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in paragraphs 3 and 5 of Part 1 of Schedule 12 A of the Act and such restricted consideration was in the public interest.

 

38.

Budget Approval for Estates Management Issue

Minutes:

The Interim Head of Commercial Services presented the report for budget approval for an Estates Management Issue.

 

The recommendation was proposed by Councillor Russell, seconded by the Deputy Leader and carried.

 

RESOLVED that an overall budget to cover the costs and liabilities as outlined in the report be approved.
