Minutes:

It was proposed by Cllr Gearon and seconded by Cllr Atkins that Cllr Rollason be elected Chair for the duration of the meeting, and

 

RESOLVED – that Cllr Rollason be elected Chair for the duration of the meeting.

Local Government (Access to Information) Act 1985 - Exclusion of Press and Public

Should the Committee wish to exclude the press and public during consideration of the items on this agenda, the following resolution should be passed:-

 

RECOMMENDED that, under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting of the particular item(s) on the grounds that it involve(s) the likely disclosure of exempt information as defined in the relevant paragraphs of Part 1 of Schedule 12A of the Act.

Request for Private Hire Vehicle Licence for Vehicle over 5 years - SJ17 LBT pdf icon PDF 104 KB

The Sub-Committee was asked to consider an application for a new Private Hire Vehicle Licence for a Renault Trafic vehicle registration SJ17 LBT.

 

The Sub-Committee noted the information provided by way of the report and heard from the Applicant. In particular the Sub-Committee noted that the vehicle’s MOT certificate expires on 1 March 2024, with one advisory which was due to be fixed the following week. The Sub-Committee were informed that the vehicle passed its annual taxi inspection test on 14 September 2023.

 

The Sub-Committee were satisfied that the vehicle was in a good and sound condition and that public safety would not be compromised by the granting of the licence sought.

 

Decision

Accordingly, the Sub-Committee granted the new Private Hire Vehicle Licence as detailed in the report subject to a 6 monthly vehicle inspection.

Request for Hackney Carriage Vehicle Extension for further 12 months - YS12 UHJ pdf icon PDF 108 KB

The Sub-Committee was asked to consider an application for a Hackney Carriage Vehicle Licence Extension for a Ford Mondeo vehicle registration YS12 UHJ.

 

The Sub-Committee noted the information provided by way of the report. In particular the Sub-Committee noted that the vehicle’s MOT certificate expires on 3 October 2024, with no advisories. The Sub-Committee were informed that the vehicle passed its annual taxi inspection test on 15 September 2023 with two advisories.

 

The Sub-Committee were satisfied that the vehicle was in a good and sound condition and that public safety would not be compromised by the granting of the licence sought.

 

Decision

Accordingly, the Sub-Committee granted the 12 month Hackney Carriage Vehicle Licence Extension as detailed in the report subject to 6 monthly vehicle inspections due to the age of the vehicle.

The Sub-Committee was asked to consider an application for a Hackney Carriage Vehicle Licence Extension for a Volkswagen Sharan vehicle registration EY55 OUD.

 

The Sub-Committee noted the information provided by way of the report and heard from the Licensing Officer that the 4 monthly taxi extensions requested by the Sub-Committee at the last renewal had not been completed. The Applicant explained that this had happened due to personal circumstances which had been an especially stressful time. The Applicant was remorseful and assured the Sub-Committee that this would not happen again. The Applicant also told the Sub-Committee that this was their only vehicle and that a new one had been ordered and they hoped to have this by the spring next year.

 

The Sub-Committee noted that the vehicle’s MOT certificate expires on 8 January 2024, with two advisories. The Applicant confirmed that these were to be fixed the following Monday. The Sub-Committee were also informed that the vehicle passed its annual taxi inspection re-test on 15 September 2023 having failed on 14 September 2023. The two causes for failure had been fixed.

 

After some deliberation the Sub-Committee were satisfied that the vehicle was in a good and sound condition and that public safety would not be compromised by the granting of the licence sought.

 

Decision

Accordingly, the Sub-Committee granted the Hackney Carriage Vehicle Licence extension as detailed in the report subject to 4 monthly vehicle inspections due to the age of the vehicle. If these inspections are not completed then the matter could be referred back to the Sub-Committee.
