To approve and sign the Minutes of the meeting held on 18 July 2025. Minutes: It was proposed by Cllr Hayes and seconded by Cllr Rollason that the Minutes of the meeting of 18 July 2025 be approved as a correct record and signed.
It was unanimously:
RESOLVED: that the Minutes of the Full Licensing and Regulatory committee on 18 July 2025 be approved as a correct record and signed by the Chair. |

REVIEW OF STATEMENT OF LICENSING POLICY Additional documents:
Minutes: The committee heard from the Licensing Manager who went through the report and explained that the consultation had now closed and the proposed changes to the Statement of Licensing Policy since it last came before the committee were in red. It should be noted that the top line amendment from the police should be ignored as this was already included in the report. Appendix B sets out fully the changes following the consultation.
Cllr Peart noted there appeared to be a typo of the word ‘those’ on pg.27. Questions were also asked in relation to Devon County Council’s involvement and if they are consulted. The Licensing Manager confirmed they were and had received no comments from them. The new government licensing reforms were also mentioned by Members, but the Licensing Manager confirmed these were still at consultation stage and as such are not relevant at the moment.
There were no further questions from Members and the work done by officers to get the document to this stage was noted by the committee.
It was proposed by Cllr Hayes that the policy as set out in the report be recommended to Full Council for approval. This was seconded by Cllr Rollason.
Members voted unanimously and:
RESOLVED: That the draft Statement of Licensing Policy as set out in the reportbe recommended to Full Council for final approval with no additional amendments.
Cllr Bradford did not vote as she was in attendance virtually. |
