Decisions delegated to Officers

Under the Openness of Local Government Bodies Regulations 2014, the council is required to publish a notice of the actions taken by officers where they have exercised authority delegated to them by the constitution or the committees of the council, where the decision is to:

  • Grant a permission or licence
  • Affect the rights of an individual; or
  • Award a contract or incur expenditure that materially affects that relevant government body's financial position.

The regulations do not provide for the publication of reports on all decisions. The related guidance (available here) gives the following examples of decisions that should be published.

The record of the decision must detail:

  • The decision taken and date
  • The reasons for the decision
  • Any alternative options considered and rejected
  • Any background documents

The decision record will be kept for inspection and published here as soon as reasonably practical after the date of the decision.
