The Sub-Committee noted the information provided by way of the report. In particular the Sub-Committee noted that the vehicle’s MOT certificate expires in December 2025, with no advisories. The vehicle passed its annual taxi inspection test on 4 February 2025 with 3 advisories. The Applicant was not in attendance due to prior work commitments and had not sent a representative.

 

The Sub-Committee were satisfied that the vehicle was in a good and sound condition and that public safety would not be compromised by the granting of the licence sought.

 

Decision

Accordingly, the Sub-Committee granted the Hackney Carriage Vehicle Licence Extension as detailed in the report with the additional condition that the vehicle undergoes six monthly vehicle tests to monitor the condition of the vehicle due to the advisories listed and the age of the vehicle.

The Sub-Committee noted the information provided by way of the report. In particular the Sub-Committee noted that the vehicle’s MOT certificate expires in February 2025, with no advisories. The vehicle passed its annual taxi inspection test on 6 February 2025. The Applicant was in attendance and confirmed that the vehicle is used as a secondary vehicle, it is regularly serviced and as soon as the advisories were identified these were fixed. 

 

The Sub-Committee were satisfied that the vehicle was in a good and sound condition and that public safety would not be compromised by the granting of the licence sought.

 

Decision

Accordingly, the Sub-Committee granted the Hackney Carriage Vehicle Licence Extension as detailed in the report with the additional condition that the vehicle undergoes six monthly vehicle tests to monitor the condition of the vehicle due to the age of the vehicle.

The Sub-Committee noted the information provided by way of the report including a comment that they may wish to give an extension for longer than the usual 1 year as this is a specialised vehicle and as such will always be over 10 years of age. The Sub-Committee also noted that the vehicle’s MOT certificate expires in January 2026, with no advisories. The vehicle passed its annual taxi inspection test on 06 January 2025 with no advisories. The Applicant was in attendance and confirmed that the vehicle only does a few thousand miles a year and it is regularly serviced.  

 

The Sub-Committee were satisfied that the vehicle was in a good and sound condition and that public safety would not be compromised by the granting of the licence sought.

 

Decision

Accordingly, the Sub-Committee granted the Private Hire Vehicle Licence Extension for one year as detailed in the report with the additional condition that the vehicle undergoes six monthly vehicle tests to monitor the condition of the vehicle due to the age of the vehicle and in line with the Council’s Policy.

 

The Sub-Committee considered the request in relation to providing a longer extension due to the specialised nature of the vehicle and that these types of vehicles will almost always be over 10 years of age but felt that there were no compelling reasons to do so. The Sub-Committee noted that the Council’s Taxi and Private Hire Policy is silent as to extended licensing for specialist vehicles and that standard vehicles over 10 years need to come back before the Sub-Committee yearly. It was not felt that specialised vehicles differed from this and so the Sub-Committee felt it had no choice but to licence for that standard amount of time

The Sub-Committee noted the information provided by way of the report. In particular the Sub-Committee noted that the vehicle’s MOT certificate expires in January 2026, with no advisories. The vehicle passed its annual taxi inspection test in February 2025 with three advisories which have been fixed. The Applicant was not in attendance and did not send a representative but had provided a statement which was read by the Licensing Officer explaining that the vehicle is to be kept as a spare and that the company is currently renewing their fleet. The advisories had been fixed and the vehicle had also been re-valeted.

 

The Sub-Committee were satisfied that the vehicle was in a good and sound condition and that public safety would not be compromised by the granting of the licence sought.

The Applicant was in attendance and answered questions from the Sub-Committee including confirming the vehicle has had 4 new tyres as well as confirming the advisories have been fixed. The vehicle is used occasionally as a second job by the Applicant.

 

The Sub-Committee were satisfied that the vehicle was in a good and sound condition and that public safety would not be compromised by the granting of the licence sought.

The vehicle passed its annual taxi inspection test on 3 February 2025 with advisories. The Applicant was in attendance and confirmed that the advisories had been fixed once the Applicant had been made aware of them.

Request for a new Hackney Carriage Vehicle over 10 years old - DE64 VRY pdf icon PDF 109 KB

The Sub-Committee noted the information provided by way of the report. In particular the Sub-Committee noted that the vehicle’s MOT certificate expires in August 2025 with one advisory. The vehicle initially failed its taxi inspection test but then passed a retest on 29 January 2025 with one advisory. The Applicant was not in attendance and did not send a representative but had provided a statement which was read by the Licensing Officer. It was confirmed that the taxi meter was not yet fitted due to the cost should the licence not be granted but would be done if the Sub-Committee do grant the new licence. The relevant insurance documents will also be provided if the licence is granted.

 

The Sub-Committee noted that the vehicle’s age was over the Council’s policy for licensing new vehicles but considered that it had met all requirements other than age and as such was no different to the vehicles over 10 years of age which are given licence extensions. As such the Sub-Committee felt they should deviate from the Council’s Taxi and Private Hire Policy in this particular circumstance as they were satisfied that the vehicle was in a good and sound condition and that public safety would not be compromised by the granting of the licence sought.

 

Decision

Accordingly, the Sub-Committee granted the new Hackney Carriage Vehicle Licence as detailed in the report with the additional condition that the vehicle undergoes six monthly vehicle tests to monitor the condition of the vehicle due to the age of the vehicle, along with providing the relevant insurance documents to the Licensing Officer and getting the appropriate meter fitted.
