Request for Private Hire Vehicle Licence for Vehicle over 5 years - FG69 YHU Additional documents:
Minutes: The Sub-Committee noted the information provided by way of the report. In particular the Sub-Committee noted that the vehicle’s MOT certificate expires in December 2025 with two minor defects and two advisories. The vehicle passed its vehicle inspection test on 03 April 2025 with one advisory. The Applicant was in attendance and answered questions put to them by the Sub-Committee. It was confirmed that the vehicle was to be used for school contracts and it is regularly serviced.
The Sub-Committee noted that the vehicle’s age was just over the Council’s policy for licensing new vehicles but considered that it had met all requirements other than age. As such the Sub-Committee felt they should deviate from the Council’s Taxi and Private Hire Policy in this particular circumstance as they were satisfied that the vehicle was in a good and sound condition and that public safety would not be compromised by the granting of the licence sought.
Decision Accordingly, the Sub-Committee granted the new Private Hire Vehicle Licence as detailed in the report with no additional conditions. |

The vehicle passed its annual taxi inspection test on 03 April 2025 with no advisories. The Applicant was not in attendance and did not send a representative.
The Sub-Committee were satisfied that the vehicle was in a good and sound condition and that public safety would not be compromised by the granting of the licence sought.

Minutes: The Sub-Committee noted the information provided by way of the report. In particular the Sub-Committee noted that the vehicle’s MOT certificate expires in April 2026, with five advisories. The vehicle passed its annual taxi inspection test on 08 April 2025 with six advisories. The Applicant was in attendance and answered questions from the sub-committee about the condition of the vehicle. The Applicant confirmed that he will be getting a mechanic to attempt to remove the dent which was caused by a drunk person falling on the vehicle, not from being in a collision with another vehicle. The Applicant also confirmed that the brake pads had been fixed and that the oil leak mentioned has been checked by a mechanic and is believed to just need cleaning.
The Sub-Committee were satisfied that the vehicle was in a good and sound condition and that public safety would not be compromised by the granting of the licence sought.

Minutes: The Sub-Committee noted the information provided by way of the report. In particular the Sub-Committee noted that the vehicle’s MOT certificate expires in March 2026, with no advisories. The vehicle passed its annual taxi inspection test on 24 April 2025 with five advisories. The Applicant was in attendance and answered questions from the sub-committee about the condition of the vehicle. The Applicant confirmed that he will be getting the small dents looked at along with the rear lower arm bushes. The tracking on the vehicle has been adjusted along with replacement of the tyres.

The vehicle passed its annual taxi inspection test on 06 May 2025 with five advisories. The Applicant was in attendance and answered questions from the sub-committee about the condition of the vehicle. The Applicant confirmed that if the licence extension is granted the vehicle will be going into the body shop to have the scuffs fixed. The rear brake discs are to be fixed the following week, and all other issues have been remedied.

RECOMMENDED that, under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of the following items on the grounds that it involves the likely disclosure of exempt information as defined in paragraphs 1,2 and 5 of Part 1 of Schedule 12A of the Act.

Application for Private Hire Drivers Licence Minutes: The Applicant was not in attendance. The Sub-Committee noted that the Applicant had been contacted and asked if they would be attending in support of their application but that no response had been received. The Sub-Committee considered that whilst they could hear the application in the absence of the Applicant, as they had questions to put to them, they felt it would be appropriate to defer the application to a later sub-committee so that further attempts to contact the Applicant could be made to allow them a chance to address the Sub-Committee.
Accordingly, it was proposed by Cllr Hayes and seconded by Cllr Rollason that agenda item 12 be deferred to a later date.

RESOLVED:- that the application be deferred to a later date to allow further attempts at contacting the Applicant to be made. |
