The Sub-Committee noted the information provided by way of the report. In particular the Sub-Committee noted that the vehicle’s MOT certificate expires in June 2026, with two advisories. The vehicle failed its initial annual taxi inspection test but then passed with three advisories. The Applicant was not in attendance, but the Sub-Committee noted the details in the letter submitted with the application.

Request for Private Hire Vehicle Licence for Vehicle over 5 years. - WF16 NNG Additional documents:
Minutes: The Sub-Committee noted the information provided by way of the report. In particular the Sub-Committee noted that the vehicle’s MOT certificate expires in September 2025 with one minor defect and two advisories. The vehicle failed its initial taxi inspection test but subsequently passed with advisories.
The Applicant was in attendance and answered questions put to them by the Sub-Committee. It was confirmed that the Applicant has obtained quotes to fix the dent in the vehicle should the licence be granted. The Applicant also explained that the windscreen chip had been fixed and is no longer an issue and all other issues listed on the MOT and inspection sheet will be looked at and remedied should the licence be granted.
The Sub-Committee noted that the vehicle’s age was over the Council’s policy for licensing new vehicles but considered that it had met all requirements other than age. As such the Sub-Committee felt they should deviate from the Council’s Taxi and Private Hire Policy in this particular circumstance as they were satisfied that the vehicle was in a good and sound condition and that public safety would not be compromised by the granting of the licence sought.
Decision Accordingly, the Sub-Committee granted the new Private Hire Vehicle Licence as detailed in the report with additional conditions of a six monthly taxi inspection test to monitor the condition of the vehicle due to its age and the advisories listed along with requiring that the dents in the vehicle are to be fixed as soon as possible. |

Request for Hackney Carriage Vehicle over 5 years - YA18 UWX Additional documents:
Minutes: The Sub-Committee noted the information provided by way of the report. In particular the Sub-Committee noted that the vehicle’s MOT certificate expires in April 2026 with no advisories. The vehicle passed its taxi inspection test with two advisories.
The Applicant was in attendance and answered questions put to them by the Sub-Committee. It was confirmed that the Applicant has booked the vehicle in to have the brake discs looked at early next month. The Applicant is aware that the vehicle is over the policy age limit but that it had been bought for the Applicant by a family member who was unaware of the age requirements set out in the Taxi and Private Hire Policy.
The Sub-Committee noted that the vehicle’s age was over the Council’s policy for licensing new vehicles but considered that it had met all requirements other than age. As such the Sub-Committee felt they should deviate from the Council’s Taxi and Private Hire Policy in this particular circumstance as they were satisfied that the vehicle was in a good and sound condition and that public safety would not be compromised by the granting of the licence sought.
Decision Accordingly, the Sub-Committee granted the new Private Hire Vehicle Licence as detailed in the report with an additional condition of a six monthly taxi inspection test to monitor the condition of the vehicle due to its age and the advisories listed. The Sub-Committee also ask that the Applicant gets the brake discs fixed as son as possible. |
