It was proposed by Cllr Hayes and seconded by Cllr Dawson that the Minutes of the meetings held on 23 and 28 January 2026 be approved as a correct record, and;

The Sub-Committee noted the information provided by way of the report. In particular the Sub-Committee noted that the vehicle is a specialist limousine vehicle used for private hire only. The Applicant was unable to be in attendance, but the Sub-Committee noted the information supplied in the Applicant’s request and by the Licensing Officer. The sub-committee noted that small plates were often used on specialist vehicles due to the nature of work they are used for such as weddings.

 

The Sub-Committee were satisfied that the vehicle was in a good and sound condition and that public safety would not be compromised by the granting of the licence sought.

 

Decision

The application to display a small plate on vehicle Chrysler 300c, vehicle registration LM04 WOW be approved.

 

Having considered the photos of the vehicle, read all written material, and listened to the representation by the Licensing Officer and having heard what the applicant’s work entails, the Sub-Committee considered the resolution above would be best suited to the applicant whilst meeting the Council’s licensing responsibilities

The Sub-Committee noted the information provided by way of the report. In particular the Sub-Committee noted that the vehicle’s MOT certificate expires in April 2026, with 5 advisories. The vehicle initially failed its annual taxi inspection test but then passed a retest on 26 February 2026. The Applicant was in attendance and was given a chance to address the Sub-Committee. The Applicant confirmed that the windscreen damage noted on the MOT had happened on more than one occasion and had been fixed each time. The Applicant further confirmed that if vehicle tests show any issues with the vehicle, then these are fixed as soon as possible.

 

The Sub-Committee commented that the vehicle appeared to be kept in a good and sound condition although noted the age of the vehicle was now above the Council’s Hackney Carriage and Private Hire vehicle licensing policy.

 

The Sub-Committee were satisfied that the vehicle was in a good and sound condition and that public safety would not be compromised by the granting of the licence sought.

 

Decision

Accordingly, the Sub-Committee granted the Private Hire Vehicle Licence Extension as detailed in the report with the additional condition that the vehicle undergoes four-monthly vehicle testing to monitor the condition of the vehicle due to its age.

The Sub-Committee noted the information provided by way of the report. In particular the Sub-Committee noted that the vehicle’s MOT certificate expires in September 2026, with 1 advisory. The vehicle passed its annual taxi inspection test on 6 March 2026 at an approved third-party garage. The Applicant was in attendance and was given a chance to address the Sub-Committee. The Applicant confirmed that he completes daily checks on the vehicle and also explained that the oil on the underside of the vehicle is believed to be residue from some works, the handbrake will also be fixed fully next time the car is in the garage. All other issues have been attended to.

 

The Sub-Committee commented that the vehicle appeared to be kept in a good and sound condition although noted the age of the vehicle was now above the Council’s Hackney Carriage and Private Hire vehicle licensing policy.

 

The Sub-Committee were satisfied that the vehicle was in a good and sound condition and that public safety would not be compromised by the granting of the licence sought.

Accordingly, the Sub-Committee granted the Hackney Carriage Vehicle Licence Extension as detailed in the report with the additional condition that the vehicle undergoes four-monthly vehicle testing to monitor the condition of the vehicle due to its age.

The Sub-Committee noted the information provided by way of the report. In particular the Sub-Committee noted that the vehicle’s MOT certificate expires in February 2027, with two advisories. The vehicle passed its annual taxi inspection test on 27 February 2026 with one advisory. A representative for the Applicant was in attendance and was given a chance to address the Sub-Committee. The representative confirmed that the advisory has been fixed and confirmed that as soon as they are made aware of any issues these are fixed usually at a dealership garage ad always using genuine Mercedes parts.

 

The Sub-Committee commented that the vehicle appeared to be kept in a good and sound condition although noted the age of the vehicle was now above the Council’s Hackney Carriage and Private Hire vehicle licensing policy.

 

The Sub-Committee were satisfied that the vehicle was in a good and sound condition and that public safety would not be compromised by the granting of the licence sought.

Accordingly, the Sub-Committee granted the Hackney Carriage Vehicle Licence Extension as detailed in the report with the additional condition that the vehicle undergoes a six monthly vehicle test to monitor the condition of the vehicle due to its age.

The vehicle passed its annual taxi inspection test on 9 March 2026 with one advisory. A representative for the Applicant was in attendance and was given a chance to address the Sub-Committee. The representative confirmed that the vehicle is booked in the day after the committee to have the advisory fixed and the vehicle is also checked regularly at a garage.

 

The Sub-Committee commented that the vehicle appeared to be kept in a good and sound condition although noted the age of the vehicle was now above the Council’s Hackney Carriage and Private Hire vehicle licensing policy.

The Sub-Committee noted the information provided by way of the report. In particular the Sub-Committee noted that the vehicle’s MOT certificate expires in February 2027, with two advisories. The vehicle passed its annual taxi inspection test on 12 March 2026 with two advisories. It was also noted that the vehicle was registered in 2020 and not 2021 as set out in the report. The Applicant was in attendance and was given a chance to address the Sub-Committee. The Applicant confirmed that the vehicle is a recent purchase, and the garage had completed a full vehicle check including new tyres and the wheel alignment.

 

The Sub-Committee commented that the vehicle appeared to be kept in a good and sound condition although noted the age of the vehicle was now above the Council’s Hackney Carriage and Private Hire vehicle licensing policy.

 

The Sub-Committee were satisfied that the vehicle was in a good and sound condition and that public safety would not be compromised by the granting of the licence sought.
