After being appointed, the Leader of the Council recommends the names of Councillors who are to serve in the Executive and determines their remits.
The Executive is responsible for most of the day to day decisions of the Council which are not delegated to officers. It is made up of the Leader of the Council and Executive Members who have responsibilities for various service areas.
It develops policies and strategies, exercises overall control of resources within the Council’s policies and budget, and recommends the level of council tax to the Council. It also considers any matters specifically referred by the Overview & Scrutiny Committee.
The Executive Forward Plan is published on a monthly basis and identifies key decisions which are likely to be made by the Executive over a period of 12 months. For items to be considered by the Executive, they must be published 28 days in advance of the decision being made. The Council does have exemption rules should decisions need to be made urgently.
Key decisions are defined as:
· To result in the local authority incurring expenditure which is, or the making of savings which are, significant having regard to the local authority’s budget for the service or function to which the decision relates. For this purpose, the Council has agreed significant expenditure or savings shall mean in the case of revenue any contract or proposal with an annual payment of more than £100,000; and in the case of capital, any project with a value in excess of £250,000; or
· To be significant in terms of its effects on communities living or working in an area comprising two or more Electoral wards.
