In accordance with the constitution, Section
7a - Budget and Policy Framework and Section 6 - Schedules re
Service Area Delegations to Officers 11.11.20 I have consulted with
the Chair and Vice Chair of the Council, Leader and Deputy Leader
and made an urgent decision on the funding, £613,634, for the
Broadmeadow Sports Hall Roof Replacement.
The Council is committed to a programme of works to decarbonise the
leisure centres and reduce the carbon footprint. Grant funding of
£2.3millon has been awarded and the specific works for
Broadmeadow Leisure Centre include the installation of solar pv,
battery storage and electrical upgrade works. The roof at the
leisure centre is beyond its serviceable life so requires
replacement prior to the installation of the solar PV. The
instruction to appoint contractors and procure the materials for
the roof must be placed as soon as possible and no later than
30/07/2021. This will enable the decarb work to start in October
2021 and be completed by the end of March 2022 in order to comply
with the conditions of the grant. The decarbonisation work cannot
start until the roof is replaced. Additionally;

• building material shortages
The total project costs are £613,634. The funding for the
project uses £269,019.68 of S106, which relates to
contributions for indoor sports provision from developments in
Teignmouth, Bishopsteignton and Kingsteignton (Penns Mount). The
balance in funding will be made by CIL, which currently stands at
£344,614, which has previously been earmarked for leisure
projects. The level of CIL funding may vary following completion of
ongoing detailed site surveys.
