Adoption / Making of Abbotskerswell and Bishopsteignton Neighbourhood Development Plans pdf icon PDF 81 KB

To inform the Executive of the results of the referenda on both the Abbotskerswell and Bishopsteignton Neighbourhood Development Plans and to bring the Plans’ into force by making/adopting them as part of the Development Plan for the District.

Minutes:

The Neighbourhood Planning Officer advised that referendums took place on 28 September in Abbotskerswell and Bishopsteignton regards their proposed Neighbourhood Development Plans.  Turnout had been 30% in Abbotskerswell with 87% voting in favour of the plan, and in Bishopsteignton turnout had been 29% and 87.3% had voted in favour of the plan.

 

The final stage was for the District council to ‘make’ or ‘adopt’ the plans as part of the development framework for the district.  He advised there were two potential reasons to refuse to make/adopt a neighbourhood plan which were incompatibility with EU obligations and Human Rights legislation.  No such concerns have been identified, this having been confirmed by the independent examiner and no concerns were raised during the consultation process.

 

The Portfolio Holder for Neighbourhood Planning praised the communities for the amount of work they had undertaken to get the plans approved by referendum and he proposed that the recommendations as per the agenda report be agreed to.  This was seconded by Councillor Bullivant.

 

Following a question from the Leader, the Neighbourhood Planning Officer advised that the Council would like to see more communities coming forward with neighbourhood plans although, due to resource issues, this was not possible for all but he would look to organise event where successful neighbourhood plan groups could give help and advice to those either undertaking or thinking of commencing a neighbourhood plan.

 

Resolved

 

a)            That the Abbotskerswell Neighbourhood Development Plan is ‘Made’ and is brought into force as part of the suite of Teignbridge Local Development Plan Documents as a material consideration in planning terms relating to the Abbotskerswell Parish Area;

 

b)            That the Bishopsteignton Neighbourhood Development Plan is ‘Made’ and is brought into force as part of the suite of Teignbridge Local Development Plan Documents as a material consideration in planning terms relating to the Bishopsteignton Parish Area.

Devon, Cornwall and the Isles of Scilly (DC&IOS) Coastal Asset Review pdf icon PDF 71 KB

To advise on the proposed Coastal Asset Review for all of the coastal defences in Devon, Cornwall and the Isles of Scilly (DCIoS) which will be 100% funded by the Environment Agency.

 

Minutes:

Members considered a report which set out the proposed Coastal Asset Review for all of the coastal defences in Devon, Cornwall and the Isles of Scilly (DCIoS) which will be 100% funded by the Environment Agency.

 

The Project Manager advised that funding had been confirmed and the project wished to move to the next stage.  Gathering further information of inland assets would help to further understand how communities and habitats could be protected.

 

Resolved

 

(a)          The Council continues to work in partnership with the Environment Agency on the development of a capital project to survey and record all DCIoS coastal assets that provide a flood and erosion risk management function.

(b)          The Council works with the Environment Agency and other partner agencies and stakeholders to procure contractors to carry out the above surveys.

 (c)          The terms of the Agreement and further amendments if necessary, be approved by the Head of Paid Service in consultation with the Portfolio Holder.

Devon, Cornwall and the Isles of Scilly (DC&IOS) Coastal Asset Review Project Management Support (Integrity) pdf icon PDF 70 KB

To advise on the proposed Coastal Asset Review Project Management Support for Devon, Cornwall and the Isles of Scilly which will be 100% funded by the Environment Agency.

 

Minutes:

The Executive considered a report which set out the proposed Coastal Asset Review Project Management Support for Devon, Cornwall and the Isles of Scilly which will be 100% funded by the Environment Agency.

 

The Project Manager submitted that that the current assets would continue to be supported by the project and would look to include further assets in due course.  She advised that they worked collaboratively with Plymouth University and academia and stated that update reports would be brought before members as the project progressed.

 

Resolved

 

(a)          That the Council continues to work in partnership with the Environment Agency on the development of a capital project to advise on surveys for Coastal Defence Assets in the Devon, Cornwall and the Isles of Scilly Area that are in need of repair.

(b)          That the Council works with the Environment Agency and other partner agencies and stakeholders to procure contractors to carry out the above surveys.

 (c)          That the terms of the Agreement and further amendments if necessary, be approved by the Chief Executive in consultation with the Portfolio Holder.

The Leader advised that the Newton Abbot Market report, due to be considered in December, would likely be considered at the January meeting.
